摘　　要：林下经济随着集体林权制度改革的不断推进,成为农户增收的重要手段之一。以福建省三明市为例,在对林下经济内外部环境SWOT分析的基础上,设置22个具体指标,运用AHP法构建层次模型,结合Fuzzy方法进行模糊综合评价,最后构建战略四边形,提出相应发展建议。With the advance of collective forest tenure reform, under-forest economy has become one of the important means for farmers to increase their income. Taking Sanming City of Fujian Province as a case, based on SWOT analysis of the internal and external environment of under-forest economy, setting 22 spereifie indicators, building the hierarchical model with analytic hierarchy process （ AHP ） , combined with fuzzy comprehensive evaluation method, and finally building the strategic quadrangle, the proposals for development are put forward.
