摘　　要：在阐述西北地区退耕还林(草)实施现状的基础上,分析了退耕还林(草)成果巩固过程中存在的政策宣传普及深度不够、技术指导和检查验收不到位、补助兑现透明度不高等问题,提出了调整产业结构、完善补助兑现公示制度、健全生态补偿长效机制等农户增收措施,以及推行集中连片扶贫开发战略的政策建议,以促进西北地区农村经济发展,使农民早日摆脱贫困。In explaining the status quo （grass） implementation Northwest Grain,based on the analysis of the Forest （Grass） and pol-icy advocacy process of consolidating existing universal deep enough,technical guidance and inspection and acceptance are not in place, subsidies to honor transparency Higher problem,a readjustment of the industrial structure,improve the system of notification of subsidies to honor farmers＇ income long-term measures to improve the ecological compensation mechanism and policy recommendations to imple-ment poverty alleviation and development strategies focus on contiguous to promote rural economic development in the Northwest region, so that farmers get rid of as soon as possible poverty.
