摘　　要：列宁在《论粮食税》中提出,改变国家的经济政策和改善人民的生活,要从农民方面开始,即将改善农民的生活条件和生产条件放在首要位置。当国内的资本主义成分不断增长时,他提出不要禁止和堵塞资本主义发展,但需将其纳入国家资本主义的轨道。他还说,从苏俄小生产占优势的状况不能直接过渡到社会主义,需要以资本主义和国家资本主义作为小生产和社会主义之间的"中间环节",以发展生产力。列宁的理论对于当代中国的实践具有借鉴意义。In his article of ＂On Food Tax＂ Lenin proposed that the changes in national economic policy and the improvement of people＇s lives should start from the farmers, that is, from improving the living conditions and production conditions of farmers. When the domestic capitalist component kept growing, he proposed not to prohibit or block the development of capitalism, but to confine it to the orbit of state capitalism. He also said that small-producers privileged situation in the Soviet Union could not be transferred directly to socialism, and that capitalism and state capitalism were the necessary ＂intermediate link＂ between small-scale production and socialism for the sake of the increase in productive forces. Lenin＇s theory is of referential significance for the practice in contemporary China.
