摘　　要：针对沙特PET-II改造项目,以项目HSE风险管理为核心,结合事故屏障原理和PDCA循环理论,研究并建立了境外项目HSE管理模式,并详细论述了在沙特PET-II改造项目的应用情况。通过在境外项目全过程引入该HSE管理模式,大大降低施工中的HSE隐患和风险及HSE事故的发生率,产生非常可观的经济效益和社会效益。Combining with the characteristic of PET-II renovation project in Saudi Arabia , and considering HSE risk management as the core , a HSE management mode of overseas project was established based on accident barri-er principle and PDCA theory , and the application of the mode in PET-II renovation project was discussed in de-tail.HSE management mode was implemented to the overall process of overseas project , which greatly reduced the potential HSE hazards and risks , as well as the HSE accident rate of the construction , it produced very considerable social and economic benefits .
