新疆准东煤田生态补偿费用估算及标准确定

摘　　要：确定补偿标准是构建生态补偿机制的核心内容。以我国最大的整装煤田-新疆准东煤田为例,分别从土地恢复治理费用、煤矸石治理费用、水污染治理费用、大气污染损失费用、生态系统服务价值损失、生态环境维护成本等六个方面估算其2010年生态补偿总费用,结果为51243.18-97287.86万元,相应的生态补偿标准上下限为17.08-32.43元/t。在分析新疆煤炭企业实际承受能力的基础上,建议目前应按照生态恢复治理成本(即补偿下限)确定准东煤田的生态补偿标准,而补偿上限可作为远期目标,随着经济社会发展水平的提高逐步实现。Determining the compensation standard is the core of constructing ecocompensation mechanism. Making Zhundong coalfield, the largest assembled coalfield in our country, as a case, its eco - compensation total costs in 2010 are estimated respectively from six aspects including land recovery governance costs, gangue governance costs, water pollution governance costs, air pollution loss costs, ecological system service value loss and eco -environment maintenance cost. The results are 512. 4318 -972. 8786 million Yuan, and the corresponding lower and upper limits of eco - compensation standard are 17.08 - 32.43 Yuan/t. Based on analyzing the actual capacity of coal enterprises in Xinjiang, it is suggested that determining the eeo - compensation standards of Zhundong coalfield should be in accordance with the ecological restoration costs （that is, the lower limit of eco - compensation standard）, and as a long - term goal, the upper limit of eco - compensation standard should be realized progressively with the improvement of the economic and social development.
