摘 要:基于合作博弈的理念,提出由政府、湿地生态需水系统、生态供水系统联合协调配置的模式,将政府保护湿地实现公共效益的目的与各主体在一定的约束条件下实现效益最大化的目的统一在一个系统中,寻求联盟效益的最大化。模型中定义了不同经济主体的目标函数以及各主体形成联盟后所构成的系统的目标函数。根据供水源和湿地的特征,定量或定性分析了湿地生态系统的效益与水量的关系及供水成本与水量的函数关系,通过计算与协商的有机结合,确定最佳配水量。最后根据联盟系统的效益进行各主体的利益分配及补偿分析。Based on the idea of cooperative fame,the harmonious allocation model was proposed in the union of fovernment,ecolofic water supplyinf system and ecolofic water requirinf system. The purpose of the model was to maximize alliance benefits by unifyinf the aim of fovernment protectinf wetland and realizinf public benefit,and the aim of maximizinf benefit under some constraint conditions from each main part into one system. The obJect function of different economy main part and the system obJect function after forminf the alliance by all main parts were constructed. Accordinf to the characteristics of water supplyinf source and wetland,the relationship between benefit and amount of water in wetland ecosystem and as the function relation between water supplyinf cost and amount of water were analyzed qualitatively and quantitatively. Optimal quantity of water allocation was determined based on the reasonable combination of computation and tradeoff. Finally,accordinf to the benefit of alliance system,the advantafe distribution of each main part was taken and their compensation was analyzed.
