铁路集中修管理模式的研究

摘　　要：铁路的快速发展使其技术装备和运输组织方式发生很大变化,尤其是大型施工机械和设备的普遍应用,基础设施集中修管理模式应运而生。在阐述铁路集中修模式内涵的基础上,通过比较分析集中修与均衡修作业模式,提出完善铁路集中修管理模式的对策,即建立集中修施工机构和制度保障机制,做好集中修施工前的系列准备工作,处理好集中修施工与运输的关系,实施施工例会常态化制度,强化集中修天窗的组织和协调,建立多专业、跨部门协调机制,创新集中修计划编制手段,建立集中修考核机制。The rapid development of railways, makes great changes on its technical equipments and transport organization, especially makes common use of large-scale construction machines and equipments, as well as the infrastructure centralized repair emerging as the times require. Based on expounding connotation of railway centralized repair mode, through comparing and analyzing the operation modes of centralized repair and balanced repair, this paper puts forward countermeasures of improving the management mode of railway centralized repair, which means establishing construction mechanism and system guarantee mechanism of centralized repair, doing well a series of preparing works before centralized repair construction, managing the relationship between construction and transportation during centralized repair, implementing normalized management according to construction regular meeting system, enhancing organization and coordination of centralized repair, establishing multi-professional and trans-department coordination mechanism, innovating the drawing approaches of centralized repair scheme and establishing assessment mechanism of centralized repair.
