互助养老合作社:创新农村养老模式的一种探索

摘　　要：我国农村养老面临的压力远超过城市,在创新社会治理的背景下,可以在坚持现行养老模式的基础上,建立农村互助养老合作社,以作为传统养老手段的补充。在此过程中,基层党委和政府应该在理念上予以引导,方法上予以指导,政策上予以优惠;农村基层组织、村民小组、普通民众及农村社会精英应该协调起来,共同提供资源,促进互助养老合作社的健康运行;农村老年人应该转变观念,积极参与,发挥主人翁意识,自主运行合作社。这种创新型社会治理方式体现了养老资源提供者社会化、养老职能承担者社会化和养老筹资社会化的原则,有利于我国新农村建设健康发展。The aging pressure faced by the rural areas far outweighs that of the urban area. On the basis of adhering to the existing model, it is advisable to establish reciprocal endowment cooperative as a supplement to the ex- isting pension insurance system. In this process, the governments should guide the ideas and give concession. All kinds of organizations and groups should be coordinated to provide resources to promote the healthy operation of cooperatives. Rural elderly people should change ideas, participate actively, play a sense of ownership, and in- dependently run cooperatives. The innovative social management model embodies the principle of socializing the processes of pension resources providing, pension functions undertaking and pension fund-raising. It is conductive to the healthy development of China＇ s new rural construction.
