我国非公募基金会发展面临的挑战及对策

摘　　要：我国非公募基金会得到国家政策的扶持,企业、社会和个人社会责任感增强,给非公募基金会的发展带来了机遇,发展呈"井喷"之势。非公募基金会募捐渠道狭小,对地区经济依赖性强,使东西部地区的非公募基金会发展不平衡;且非公募基金会较公募基金会专业化程度低,信息不透明,无法满足人们日益增长的公益需求。非公募基金会改革应主要从两方面进行:完善内容治理和信息公开制度,从而提高基金的社会公信力;提高专业化运作,改变保守求稳的理财观念,实现基金的增值。Non-public foundations in China, thanks to the support of national policies and the growing social responsibility of enterprises, society and individuals, has witnessed a ＂blowout＂ development. Due to limited fundraising channels and heavy dependence on the development of regional economy, the development of non-public foundations in the eastern and western regions are quite unbalanced; Compared with public foundations, non- public foundations features low degree of specialization, and opacity of information, thus failing to meet the growing public demand. Non-public foundation reforms should be carried out mainly in two aspects： improve the governance and disclosure system, thus enhancing the foundation＇ s social credibility; improve the professional operation, changing the conservative approach of financing, achieving the increment of the foundation.
