摘　　要：转型期的俄罗斯足球是其健康国民生活方式、提高人力资本水平、提升国际竞争力的重要承载之一。为复兴足球,俄罗斯推出《2008—2015年足球发展纲要》,重点是普及足球人口、兴建足球场地、抓好后备力量培养。对俄罗斯《2008—2015年足球发展纲要》颁布背景、目标任务及重点举措进行研究,旨在对我国足球发展提供借鉴。Football is an important way to improve people＇s health, human resource capital and international competitive ability in Russia. In order to promote the development of football in Russia, Russia issued the 2008--2015 Football Development Guideline in order to increase the football population, construct football venue and develop the reserve forces. The paper discusses the background, goal and key items of the Russian 2008--2015 Football Development Guideline in order to provide references for the football development and reform in China.
