人口老龄化背景下城乡规划应对思考——以咸阳市为例

摘　　要：为了探讨如何在城乡规划层面应对人口老龄化问题,以陕西省咸阳市老龄化现状及发展趋势预测为参考,对咸阳市现行城乡规划应对老龄化问题面临的挑战进行分析.结果表明,经过建模预测,咸阳市老龄化趋势将继续加剧,对咸阳市城乡建设与发展产生深刻影响.进而对城乡规划的思路方法、编制内容及实施管理等方面提出相应的变革要求.从规划理念、规划内容、规划技术方法及管理实施措施等方面为咸阳市应对老龄化提出一些建议和对策.可为其他城市应对人口老龄化问题提供参考.In order to discuss on how to cope with the aged tendency of population in the level of urban and rural planning, this article uses the characteristics of current situation and the prediction of development trend in Xianyang city as reference and analyzes the challenge that Xianyang City is facing in its urban and rural planning to cope with aging problem. The result shows that after modeling prediction, the aging problem in Xianyang will be increasingly severe, which will have great impact on the city＇s urban and rural construction and development. It also puts forward some suggestion and countermeasures for Xianyang＇s coping with aging problem from the aspects of planning idea, content, technology, method and management and implementing of measures in the meanwhile. The article also can provide a reference for the aging problems in other cities.
