摘　　要：现行的收费管理体制与当前市场经济条件下行政管理和事业发展的要求极不相适应 ,必须依法建立完善的收费机制。结合机构改革和财税体制改革 ,通过费改税 ,压缩收费总量 ,控制收费规模 ;通过规范收费行为 ,强化依法收费 ,以达到治理乱收费 ,促进经济发展的目的。It is absolutely necessary to set up a perfect system of fee collection because the present one does not conform to the development of the administration and other undertakings under the condition of market economy. The conversion from the hand in of enterprise profit for a tax payment, combined with the reforms of government organization and the financial and tax system ,is a key policy to cut down the total amount of fees collected and bring it under control .The problem of rampant fee-collection can only be put in order by standardizing the fee collecting practice and collecting fees by law so as to promote the development of economy.
