上海近代标金市场自律与政府监管的启示

摘　　要：20世纪20、30年代,上海不仅是中国的金融中心,也是远东的国际金融中心,其标志是上海标金市场。本文从比较历史制度的视角,分析近代上海标金市场机制。我们认为,上海近代金融制度由诱致性制度变迁转变为强制性制度变迁,见证了上海远东国际金融中心由盛而衰的史实。启示我们在当代的市场经济建设中,须处理好市场与政府的关系。Controlling air pollution,especially the hazy weather is becoming an urgent issue with regard to improving people＇s livelihood in China.It is even more important than economic development.This article puts forward the idea on intensifying the audit supervision over air pollution control in five aspects,namely,the execution of relevant policies;the investment,use,management and performance of relevant funds;the construction and operation of major projects;the achievement of the air pollution control target;and,last but not least,innovating audit methods and coordinating relevant departments to conduct audit of air pollution control.
