摘　　要：煤矿企业倡导职业安全健康管理体系(OSHMS)就是采用系统化的基本原理对生产过程中的危害因素进行鉴别和评价,制定危害防控策略,实施有效监控,使各种危害因素始终处于受控状态,最终减少伤害事故和职业病的发生,使职业安全健康风险得以有效控制,不断改进职业安全健康体系的长效机制。在阐述OSHMS的系统模式和实施步骤,并分析与煤矿企业安全生产的关系和必要性,提出相应的发展对策,对于进一步完善我国煤矿企业的安全管理理论提供理论参考。Coal mining enterprises to advocate the occupational safety and health management system （OSHMS） is using the basic principle of systematic identification and evaluation on the hazard factors in the process of production, hazard prevention and control strategy, implement effective monitoring, make all kinds of harmful factors always under control, and eventually reduce the occurrence of injury accident and occupational disease, to effectively control risk of occupational safety and health, continuously improve the long - term mechanism of occupational safety and health system. In OSHMS system model and implementation steps, and analyzes the relationship with the safety production of coal mining enterprises and the necessity, proposes the corresponding development countermeasure, for further consummates our country coal mine enterprise＇s safety management theory to provide theoretical reference.
