摘　　要：1941年后陕甘宁边区经济进入非常困难时期,陈云同志受命主持边区经济工作。他在短时间内充分利用了边区的食盐、可耕土地和移民等自然与人力资源,确定了"生产第一,分配第二"的方针,按照"力量集中,不要分散"的原则,扭转了边区的财经状况。After 1941 when the Border Region′s economy entered a very difficult period,Chen Yun was appointed to preside the Border Region′s economic work.In a short period of time,by taking advantage of the Border Region salt,arable land,immigration and other natural and human resources,he maintained the policy of putting production in the first place and distribution the second.He applied the principle of＂centralization instead of dispersion＂,and the Border Region′s financial situation turned better.
