摘 要:目前,中国住房市场供求的总量关系正在趋向平衡,要防止在房地产投资规律性回落过程中盲目刺激。区域市场分化仍在加剧,一线城市土地价格高企与部分非热点城市住房供给过剩并存。一旦房地产市场出现下行,有些地方政府融资平台的土地抵押物存在重新评估的风险。建议引导住房向居住本质回归,鼓励支持首套、中小户型住房消费,实施中性的住房金融政策,建立合理的土地供给机制,加快完善房地产税收体系,建立全面、系统、动态更新的城镇住房信息系统,强化市场的预期管理。Currently,supply and demand of the housing market tend to balance.The policy priority is to prevent the regular blind stimulation in the rational decline of real estate investment.Regional market differentiation is still increasing;land price in the first-tier cities is high while some non-hot cities oversupply housing.Once the real estate market declined too much,land collateral and some local government financing platform risk would be re-as-sessed.It's suggested to guide housing-purchase to return to living nature,encourage and support the first purchase,small and medium-sized housing consumption,implement neutral housing finance policy,establish rational land supply mechanism,accelerate the improvement of the real estate tax system,establish a comprehensive,systematic and dynamic-update urban housing information system ,strengthen management of the market expectation.
