摘 要:在中国加速城市化建设的过程中,城市管理综合行政执法应运而生。经过十余年的各地试点和不断推进,对深化行政管理体制改革、促进社会综合治理、建设法治政府的成效显著。但同时也存在着法律依据滞后、各地体制差异较大、执法权限配置不合理、公务协作体系不完善、执法队伍素质不高等问题。有必要总结经验得失,继续把城市管理综合执法体制改革推向前进。本文建议在提升城管综合行政执法的立法层级基础上,理顺城管综合行政执法体制,合理界定城管综合执法机关的职责范围,完善城管综合行政执法机关与其他机关之间的公务合作制度,并加强城管综合行政执法队伍的培训和规范化建设。In the process of Chinese urbanization, the comprehensive law enforcement of city management gradually emerged. After more than ten years of pilot and continuous advancement, it is remarkable in terms of deepening administrative system reform, promoting comprehensive treatment of social management and developing a lawful government. But there are also some problems, such as legislation lags, big institutional differences among regions, irrational allocation of enforcement authority, imperfect official collaboration system, low quality of law enforcement team, etc. It is necessary to sum up the gains and losses in order to continue to push forward the reform of comprehensive law enforcement of city management. In this paper, we propose to upgrade the legislative level, rationalize the comprehensive law enforcement system, reasonably define the responsibilities of comprehensive law enforcement agencies,improve the sys- tem of official cooperation between comprehensive law enforcement agencies and other integrated administrative authorities,and strengthen the training of comprehensive law enforcernent personnel and the standardization construction.
