摘　　要：从宏观上看,2006-2012年湖北省经济运行呈现健康持续发展的趋势。以2006-2012年湖北省经济运行质量及动态分析为研究对象,以人口资源环境相均衡、经济社会效益相统一为原则,从科学评价、统筹协调、可持续发展三个角度构建全要素经济运行质量指标评价体系,对2006-2012年湖北省经济运行质量及动态分析进行评价,并在此基础上提出如下建议:一、以全要素经济运行质量的理念,统筹人口、资源、环境、经济、效益、社会的全面发展;二、综合考虑湖北省现绩与潜绩的动态发展,统筹公平与效益的协调发展;三、有序完善政绩考核制度,推动湖北绿色发展。From a macro perspective,the 2006 -2012 economic operation in Hubei province showed the trend of the sustained and healthy development.This paper takes 2006-2012 economic running quality of Hubei province and the dynamic analysis as the research object,with the balance between the population resources and environment,the unity of economic and social benefits as the principle.From three angles of scientific evaluation, overall coordination, and sustainable development,it will construct the evaluation index system of total factor economic running quality to evaluate the quality of economic operation comprehensively and accurately.And based on the conclusion,the policy recommendations were put forward：First,using the concept of economic operation quality at full factor to coordinate the overall development of population, resources, environment,economy,efficiency,society;Second,considering the dynamic development of the potential and present in Hubei Province,plan the harmonious development of fairness and efficiency as a whole;Third,perfecting the performance appraisal system orderly,promoting green development in Hubei.
