中越边境地区资源型国企推动“兴边富民行动”路径研究

摘　　要：中越边境地区贫困落后,仅靠各级政府转移支付等措施难以实现社会经济永续发展。该地区资源型国企高度密集,经济与科技实力雄厚,应不断提高对"兴边富民行动"的认识,与地方共同合作,利用国企优势逐步提高当地自身发展能力,按照区域主体功能原理调整边境地区经济结构,发展多元经营,尽快实现"富民、兴边、强国、睦邻"目标。The Sino - Vietnamese border area is poor and backward which makes it hard to realize the longterm social and economic development depending only on the governmental solutions of shifting the payment. The state -owned resourceoriented enterprises with great economic and scientific strength densely concentrate in this area, thus it is necessary for them to deepen the understanding of the program to revitalize border areas and to enrich the resident＇ lives, and to cooperate with the local government to enhance the ability of self - development of the locality by taking advantages of the state - owned enterprises. They should also adjust the native economic structure according to the principle of major functions of the region and develop diverse businesses in order to realize the goals of ‘enriching the resident＇ lives＇, ＇revi- talizing border area＇ ,‘ making the state powerful＇ and ‘ peaceful coexistence with neighboring countries＇.
