摘　　要：资料性著述是方志的基本性质,第二轮志书首先要认清方志的性质,并以此为衡量志书质量高低的一把尺子。从资料性和著述性两个方面把握志书质量,并按照这一标准来提高志书的质量。By nature,local records are fundamentally written forms of reference materials.During compilation of the secondround local records,firstly we should learn about the nature of local records,and use it as a measuring tool in assessing the quality of local records.We should ensure the quality of local records from two aspects,i.e.quality of reference and quality of writing,and try to improve the quality of local records by using this measuring tool.
