中国区域经济发展方式转变过程测度及特征分析

摘　　要：基于转变目标、转变动力、转变约束、转变成果依次递进的逻辑构建了经济发展方式转变测评的指标体系。依据区域经济发展阶段转变过程的相似性,将全国30个省级行政单位划分为5级,并分别对2000—2011年5级区域经济发展方式转变质量和提高水平进行测度,结果发现:5级区域经济发展方式转变趋势总体向好,区域经济发展方式转变质量的高低主要取决于区域发展阶段的高低,其中发展阶段较高的一级和二级区域,经济发展方式转变质量呈现分化的趋势,发展阶段较低的三级、四级和五级区域,经济发展方式转变质量呈现均衡化的趋势。各级区域在转变成果方面的差距都相对较小,差距主要体现在转变动力和转变约束方面,其中区域随着级别的提升,经济发展方式转变的差异性表现出由主要体现在转变约束方面向主要体现在转变动力方面转变的特征。The index system of the transformation in development pattern evaluation was structured based on the progressive logic of changing objective, changing power, changing constraint and changing achievement. According to the similarity of the regional economic development changing stage, the 30 provinces administrative units are divided into 5 levels, we evaluate the transformation quality and the improvement of the levels of regional economic development pattern from 2000 to 2011 respectively. We find that the transformation tendency of the fifth regional economic development pattern goes well, the transformation quality of the regional economic development mainly depends on the level of the regional development stage, the economic development pattern transformation quality of the first and second level region where the development stage are higher than others showed a trend of polarization, the economic development pattern transformation quality of the lower development stage, that is, the third, the forth and the fifth level regions showed a equalize trend. The gaps of all levels of regional changing achivements are relatively small, and the gaps are mainly reflected in the transform power and transform constraint, the region along with the level of ascension, differences in the transformation of economic development pattern characterized by a mainly embodies in the change is mainly reflected in the constraint to change power transformation.
