摘　　要：HSE体系审核是改善企业健康、安全与环境管理的有效工具,通过审核可以不断发现问题,改进HSE管理体系运行状况,提升企业健康、安全与环境管理水平。但是,如何有效地开展体系审核?如何解决体系审核中面临的一些突出问题,是当前各企业组织体系审核过程面临的一大困惑。介绍体系审核的基本理论,结合炼化企业体系审核的具体实例,介绍了审核的经验做法,客观地分析了目前存在的问题,并提出了解决的对策,对炼化企业开展HSE体系审核具有一定的指导作用。System assessment is an effective means to improve the management level of health,safety and environment( HSE) of enterprises,through which,the refining and chemical enterprises can find out some questions constantly,improve the operation situation of HSE system management and enhance the performance level of HSE management. Nevertheless,how to carry out system assessment effectively and solve some obvious questions in system assessment is the main perplexity when enterprises organize system assessment. This article introduces some essential theories of system assessment. Combing with specific application examples in the system assessment of refining and chemical enterprises,it introduces the typical experiences in system assessment,analyzes the existing questions impersonally and puts forward some countermeasures. These can play an instructive role in carrying out HSE system assessment in refining and chemical enterprises.
