全运会“灰色地带”成因及应对策略研究

摘　　要：由于某些管理环节的不完善,致使全运会存在"灰色地带"。通过对近几届全运会"灰色地带"的表现形式进行归纳分析与总结,提出强调全运实质,协调奖惩方式;重视职业道德培养,建立全运监管组织;明确全运诉求,完善相关制度;健全全运法律体系,多手段协同治理;严格媒体舆论监管,树立科学舆论导向的应对策略。The national games is the most influential sports event in China,and play a role of leverage in our sports career.However,due to some part of the management is not perfect,cause the national games is＂grey area＂,affect the development of the national games.Through to the recent national games＂grey area＂paper summarizes,analysis and put forward the coping strategies：emphasis on the essence,way of rewards and punishments and coordination;Attaches great importance to the professional ethics cultivation,the establishment of the whole transport regulatory organizations;Clear all demands,to perfect the related system;Improve the whole legal system,means more collaborative management;Strict media supervision by public opinion and establish a scientific public opinion direction.
