河北省在京津冀协同发展过程中面临的问题与对策研究——基于创业型经济的视角  

A Research on the Problems and Countermeasures of Hebei Province in the Process of Collaborative Development of Beijing-Tianjin-Hebei Region——From the Perspective of Entrepreneurial Economy

摘　　要：在京津冀协同发展进程中,河北省面临着行政主导型经济、产业结构不合理、企业跨区域发展程度低、人才结构不合理等问题。创业型经济为问题的解决提供了新的视角。创业型经济本身具有区域化发展的独特路径,其内含的创业知识溢出通过创新产业集群可以实现区域产业结构优化,进而推动区域经济发展。从培育区域创业文化、完善区域创业政策体系、拓宽区域创业融资渠道、强化区域人力资源优势等四个方面提出了河北省发展创业型经济、加快京津冀一体化进程的对策建议。Hebei Province encounters problems such as irrational administration-oriented economy and industry structure,low level of trans-regional enterprise development,and unconscionable talents structure in the process of collaborative development of Beijing-Tianjin-Hebei Region.However,the entrepreneurial economy provides a new perspective for solving these problems.Entrepreneurial economy has its unique way for regional development,and it suggests that the knowledge spillover of entrepreneurship through the innovation of industry clusters should help to optimize the regional industry structure and promote the regional development.Based on the analysis of the current situations of Hebei Province and the explanation of entrepreneurial economy,this article will give countermeasures and suggestions for Hebei Province to develop the entrepreneurial economy and to promote the process of Beijing-Tianjin-Hebei integration from four respects：fostering the culture of regional entrepreneurship,improving policies for regional entrepreneurship,broadening the financing channels for regional entrepreneurship,and strengthening the advantages of human resources within the region.
