摘　　要：针对目前高校普遍存在的文献利用率低的现象,从工作人员素质、资源采购工作机制和外部采购环境等几方面对问题的原因进行了分析。在此基础上提出图书馆和各院系共同构建高校图书馆文献资源建设组织体系,并对该组织体系的核心理念,目标任务,构成要素,体系框架,保障机制和构建意义等进行了分析。The paper analyses the reasons of the problem that me uuuzaxt brary is low from the quality of librarian, work system of purchase and the external purchasing environment. Based on the analysis ,the authors put out that the university library document resources construction organization system should be constructed within university library and the school libraries, then analyses the core idea, tasks, ele- ments, guarantee system and the importance of constructing it.
