摘 要:保障河流生态基流,保护河流生态环境。通过对傍河城市降雨资源的调蓄,减少城市生产生活对河流径流量的索取,从而保障河流生态基流量。借鉴国内外城市降雨资源的开发利用方法,提出了傍河城市保障河流生态基流的基本原则。计算出不同频率年可利用降雨量与城市总用水量以及生态用水量的比例关系。从3方面提出了傍河城市保障河流生态基流的方法。城市降雨资源化后可以极大地满足城市生态环境用水量,即使在枯水年和特枯年,城市降雨资源量对生态环境用水量的保障率也在70%以上。Guaranteeing the ecological base flow and protecting the river ecological environment: With the reg- ulating of the rainfall resources and the decreasing of quantity demanded in river runoff from city, the ecologi- cal base flow would be guaranteed. Furthermore, the basic principle of guaranteeing the ecological base flow in riverside cities was proposed by the utilization of rainfall resources methods at home and abroad. The scaling relation of different guarantee rate among available rainfall, total water consumption and eco-environmental water consumption was calculated. And the approach of guaranteeing the ecological base flow was put forward in three aspects. Combined with the rainfall resources utilization, the eco-environmental water could be greatly satisfied. Although in dry and very dry years, it was more than 70% that the guarantee rate of urban rainfall resources ensured the ecological environment water consumption.
