摘 要:林业科技评价是实现林业科技管理科学化、规范化与定量化的有效手段。文中介绍了林业科技评价的主体系统、客体系统、目标系统、参照系统和反馈系统,以这5个系统为框架分析了美国、日本和英国林业科技评价体系特点以及我国现阶段林业科技评价体系的现状,从林业科技评估制度立法、评价机构建立、公众监督、评价全程跟踪和多元化评估方法等方面提出了进一步完善我国林业科技评价体系的对策建议。Forestry scientific and technological evaluation is an effective means to achieve scientific,standardized and quantifiable management of forestry science and technology. The paper reviewed the framework of forestry scientific and technological evaluation which includes five sub-systems,i. e.,subject sub-system,object sub-system,target sub-system,reference sub-system and feedback sub-system. Based on the framework,the characteristics of forestry scientific and technological evaluation in developed countries( the US,Japan and Britain) as well as the current state of China's system were analyzed. In the end,the policy suggestions for improving forestry scientific and technological evaluation system in China were provided,focusing on legalization of scientific and technological evaluation system, establishment of evaluation organization,public supervision,the whole process evaluation and diversified evaluation methods.
