摘　　要：以人为目的包容性发展与生态伦理构建,既是中国特色社会主义现代化建设进程中迫切需要探究的重大理论问题,也是国家治理中迫切需要解决的重大实践问题。中国实施以人为目的包容性发展战略的根本点是以促进人的发展为目的,实现人与人、人与自然、人与社会的和谐发展及经济社会的协调发展、均衡发展、共同发展。以人为目的包容性发展战略蕴涵着丰富的生态伦理思想,其强调的发展协调、机会均等和利益共享折射着同一的生态伦理意蕴。The establishment of the inclusive development and theory of ecological ethics is one of the major theoretical issues in China＇s socialist modernization, it is also one of the major practical issues of governance in China. The basis of China to implement the inclusive development based on human-oriented is to promote human development, so as to achieve the coordinated development, balance development and co-development for human, the nature and the society. The inclusive strategy of development based on human- oriented contains the theory of ecological ethics, it focus on coordinated development, equal development and benefit share.
