摘　　要：文章通过分析财政支持新型城镇化发展的理论发展和实践状况,揭示我国新型城镇化发展中财政支持存在的问题,并运用系统科学方法剖析财政支持与新型城镇化发展的作用机制和逻辑关系,据此从支出分配、运行管理、基础产出和发展质量四个维度构建财政支持新型城镇化发展评价指标体系,为实施财政绩效评价和优化财政决策提供系统评测工具。By analyzing the status of theory and practice of financial supporting new urbanization, the paper reveals the problems of financial support in the development of China＇s new urbanization, and investigates the mechanisms of public finance and new urbanization with system science methods. Then, the evaluation index system of financial supporting new urbanization is established from four dimensions of expenditure distribution, operation management, direct output and development quality, which provides system evaluation tool for the implementation of financial performance evaluation and optimization of financial decisions.
