摘　　要：科技体制改革要充分发挥市场在资源配置中的决定性作用。实现高新技术成果产业化是促进科技与经济融合的关键环节,面对基础设施与创新服务体系滞后、科技经费投入不足及结构不合理、科技研发与市场需求脱节等问题,高新技术成果产业化应以市场和产业发展规律为导向推进科技创新资源优化配置、完善投融资体系、加强创新平台及创新服务体系建设、健全科技成果评价体系和科技研发激励机制。Science and technology system reform should give full play to the market in resource allocation. To realize the industrialization of high- tech achievements is the key to promote the economy and technology integration. In the face of weak infrastructure and innovation service system, small science and technology investment and irrational structure, technological development can＇t meet the demand of the market and other issues, the industrialization of high-tech achievements should put market-oriented and industrial development as guidance to optimize the allocation of resources to promote the scientific and technological innovation, improve the investment and financing system, strengthen the innovation platform and innovative service system, improve technology evaluation system and the R＆D incentives.
