摘　　要：改革开放 2 0年来 ,中国在利用外资方面取得了巨大的成就。“入世”既给我国利用外资带来了机遇 ,也提出了挑战。因此 ,为了利用中国“入世”的机遇 ,更好地利用外资 ,以及从根本上解决中国利用外资方面存在的问题 ,就必须制定一个利用外资战略。本文阐述了制定利用外资战略的意义和作用 ,构建了利用外资战略系统 。China has achieved 20 years great successes in making use of foreign investment since the reform and opening to the outside world.Access to WTO will furnish opportunity and also meet the challenge.Therefore,it is essential to map out a strategy of making use of foreign investment for the better use of foreign investment and for working out a solution fundamentally to the making use of foreign investment with the favoured chance of access to WTO.This dissertation expounds the significance and function of mapping out the strategy of making use of foreign investment and how to build up the strategic system for making use of foreign investment,and in addition,analyses the basis of mapping out the strategy of making use of foreign strategy.
