应对WTO挑战的现实选择──论国有商业银行分步重组上市

摘　　要：加入ＷＴＯ在即，中国国有商业银行如何应对外资银行的冲击，　已成为政府和金融部门近期普遍关注的首要问题。理论界和政府当局提出了诸多应对之策，　其中提得较多的是依靠政府权力中心的推动来扩大国有商业银行的规模，进而提高竞争能力以应对外资银行的强大冲击。外资银行对我国金融业致命冲击不在规模竞争，而在体制内部　的资本结构和治理结构的竞争。靠规模的联合可以抵御外资银行进入时的初始冲击，但抗拒不了外资银行的体制优势带来的长期的持续冲击力。因此，分步推进我国国有商业银行的上市重组，按市场规则塑造资本结构和治理结构是应对外资银行冲击的现实选择。For the part of the State-Owned commercial banks of China, it is a gra ve concern upon the entrance of WTO for the government and the financial sectors to sort out the strategies in the face of the impact incurred by foreign commer cial banks. Theoreticians and the government have put forward some related game policies, largely depending on the expanding of the scale of the State-Owned co mmercial banks by the push of the power center, so as to improve the cmpetency to face the impact inflicted by the foreign banks. It is thought that the impact doesn't lie in the scale competition, but in the insystem capital structure and governance. The merge can help to resist the very inceptive impact, but not in the long run as for the part of the foreign banks. Therefore, the phrasal recons truction and stock issuing openly for the purpose of reshaping capital structure and governance based on the market economy can be the realistic strategies faci ng the challenges of the entrance of WTO.
