摘 要:实施可中断负荷管理的关键是设计合理电价机制,落实可中断电价补偿资金,使用户感受到执行可中断负荷电价的吸引力,文章从实施主体,实施时间、实施对象、补偿标准、结算方式等方面探讨了中断电价机制。本文认为,高可靠性电价适宜采用单一制容量电价,在正常基本电价基础上加收可靠性加价部分,由此获得了可中断电价补偿资金。可中断电价补偿资金可通过向高可靠性需求用户的基本电价中征收高可靠性加价获得。征收方式有三大类:一是以基本电价的形式征收;二是以电度电价的形式征收;三是一部分分摊到电度电价,一部分分摊到基本电价。可中断电价补偿资金分摊模式主要有成本分摊方法和补偿资金分摊模式。最后运用算例进行模拟运算,以检验可中断电价补偿资金分摊模式的合理性。The key to implement interruptible load management is to design a reasonable tariff mechanism and interruptible tariffs compensation funds, allow users to feel the attractiveness of implementing interruptible load tariffs. This paper discusses the interruption tariff mechanism by analyzing the implementing body, implementation time, implementation object, compensation standards, and settlement method. The author argues that reliable tariff is appropriate to adopt a unitary capacity tariff, and then add additional reliable parts to normal basic tariff. Thus, the interruptible tariff compensation funds are obtained, lnterruptible tariff compensation funds can be obtained through levying higher additional reliable tariff to users who demand high reliability. There are three methods to levy. First, in the form of basic tariff; second, in the form of electrical degrees tariff; third, part of the tariff allocated to electrical degrees, the other allocated to basic tariff: Allocated modes of interruptible tariff compensation funds include cost allocation mode and compensation funds allocation mode. Finally, we use numerical examples simulation to test whether allocation modes of interruptible tariff compensation fund is reasonable.
