摘　　要：黑龙江省农村当前存在三个重要问题 :农村的基层民主建设还需大力加强 ,作者特别谈到了《村民委员会组织法》没有得到宣传的原因 ;乡村集体的负债问题相当严峻 ;In this article, the authors discussed three problems in the country of Heilongjiang Province.First,the basic democracy construction is still to be enhanced.The authors especially elaborated upon the causes of lack of promotion of the Organization Law of Villagers' Committees.Second,The debt problem is getting grave with rural collectives.Third,Peasants are stilled heavily encumbered with burdens.
