摘　　要：为了促进城乡间平衡发展,在城乡一体化背景下对农村建设提出城乡区域规划的新理论体系——"新乡村主义".并在此基础上提出新农村建设新模式设想——半小时服务圈,达到同城市地区不同环境同治生活的目的,从而减少劳动力及人才流失,改变农村地区荒废化现象,进一步提高农村地区的吸引力与活力,促进城乡之间的一体化发展.In order to promote a balance in development in urban and rural areas, a new rural constrcution theory-＂Neo-Ruralism＂ is put forward under the background of city countryside integration. And based on this theory, a new idea of rural construction pattern is proposed, as is the ＂half an hour service circle＂ to achieve the goal of a common way of life in urban areas in different environments so as to reduce the loss of labor and talents, decrease the waste, further enhance the attractiveness and vitality in rural areas, and promote the in- tegration of the urban and rural development.
