摘　　要：创意警务是苏州警方在2008年为解决警力不足与警务繁多之间矛盾提出的一种创新性选择,创意警务是适应时代环境变化的以创新思维推进警务机制、警务手段和警务操作等方面的设计革新,其实质是创新警务权力运行方式。海南省东方市公安局从加强基层组织建设的视角,建立"民警兼任村官"的长效机制,增强公安基层基础工作的能力,探索建立基层组织新的管理模式和建立警民和谐新路子,这一公安基层基础工作的新思维与新方法,值得借鉴学习。Creative policing is an innovative choice putting forward by Suzhou police in 2008 in order to solve the contradiction between inadequate police force and various police work. It is a new policing mode adapting to the change of climate based on creative thinking and creative ability for the policing development. Its essence is the innovation of police power operation mode. Through empirical analysis of Dongfang police groundwork at basic level, from the angle of strengthening the construction of grass-roots power, this article puts forward ＂police officer holding the post of village official concurrently＂as a new thinking and method and tries to explore the establishment of a new social management mode and the enhancement of the ability of police groundwork at grass-roots and new way of harmony between police and people.
