我国战略性新兴产业政策支持机制的未来取向分析

摘　　要：我国提出将战略性新兴产业培育成为先导性、支柱性产业,这是实现产业结构调整和优化升级的重大战略决策,其中政策机制在战略性新兴产业发展进程中发挥着重要的支持作用。通过分析国外促进战略性新兴产业发展的政策支持现状,总结主要国家经验,选择我国政策支持机制的未来取向。从战略性新兴产业视角,提出了完善各层次产业发展规划、制订有针对性的政策法规、做好产业区域布局规划、强化政策的调控机能、探索"竞争型"产业政策、加快出台解决产业发展"短板"问题的政策、建立统计制度和绩效评价体系等措施,形成有较强支持作用的政策机制,促进我国战略性新兴产业的持续发展。China claimed clearly that strategically emerging industry would be a leading and pillar industry, and this declaration is a major strategic decision of industrial structure adjustment and upgrading. The policy mechanism of the developmental process of strategically emerging industries plays an important role of assistance. By analyzing the present situation of the supporting policy of the foreign countries in promoting their strategically emerging industries and summarizing the experience of the major industrialized countries, choices have been made for the future orien- tation of policy supporting mechanism of China. From the perspective of strategically emerging industries, the policy supporting measures, including the comprehensive plan of industrial development at all levels, have been proposed to develop the targeted policies and regulations, to plan regional distribution of industry, to strengthen the manipu- lating function of policy, to explore the competitive industrial policies, to speed up the introduction of industrial de- velopment, to solve the short plate of policy, to establish policy supporting measures such as statistical system and performance evaluation system and to form the policy mechanisms and promote the sustainable development of strategic emerging industries.
