摘　　要：论述河北省临港经济区的建设条件 ,提出构建以大耗水重化工业为核心的临港工业经济体系 ,带动全省经济发展 ,缓减淡水资源紧张、城市拥挤和环境污染压力 ,以及各临港经济区的建设策略。The advantages of construction of the economic regions near the harbors in Hebei Province are discussed. And it's conceived that an industrial system near the harbors, taking the heavy chemical industry which is much water-consuming as a kernel, is set up in around 20 years to ease the short supply of fresh water, the city congestion and the pressure of environmental pollution. The constructive policies of each economic region near harbors are put forward as well.
