摘　　要：基层党组织是农村社会管理的核心力量,在农村社会管理中扮演着领导者、协调者和服务者的重要角色。农村基层党组织在社会管理中存在着服务意识不强、与其他社会管理主体的权责不清、社会管理创新能力不足、农村党员参与社会管理的积极性不高等方面的问题。农村基层党组织需要正视自己的不足,完善自身,用与时俱进的勇气迎接新形势下社会管理的挑战。只有重塑农村基层党组织的领导核心地位,加强农村基层党组织与其他社会组织的合作伙伴关系,提升农村基层党组织的社会管理创新能力,发挥农村基层党组织和广大党员的示范作用,才能逐步实现农村社会管理的创新。The CCP grass-roots Party organization is the core force of rural social management, playing an important role of leaders, coordinators and service providers in rural social management. There are some problems occur in the rural grass-roots party organizations in social management：the sense of service is weak;the main responsibility with other social management is unclear;the innovation of social management is insufficient;the enthusiasm of rural party members to participate in social management is low. The rural Party organization should face its own inadequacies and improve itself, advancing with the courage to meet the challenge of social management under the new situation. The innovation of the rural social management can be gradually realized by rebuilding the core leadership of the rural grass-roots party organizations, and strengthening the partnership between the rural grass-roots party organizations and other social organizations;meanwhile, other methods need to be taken by promoting the social management innovation ability of the rural grass-roots party organization, and developing the effect of the rural grass-roots party organizations and party members.
