灾后重建能力与绩效的实证研究——以汶川地震灾区县级政府为例

摘　　要：汶川地震灾后重建已基本完成,汶川地震灾后重建总投资1万亿元,灾后重建绩效即各项重建目标完成的究竟如何?哪些政府能力制约重建绩效的提高?研究以上问题,有利于科学评估地震灾后重建绩效,并为之后的灾后重建提供重要借鉴。本文在回顾文献的基础上,建立政府重建能力及重建绩效的评价指标体系,采用在六个重灾县市收集的近1 000个受灾家庭样本的问卷数据对以上问题进行研究。结果表明:除就业外,各项重建目标完成情况较好;相对其他能力来说,重建资源运用能力对重建绩效影响最大,其次是重建资源配置能力,重建资源获取能力和重建资源整合能力对重建绩效无显著影响。因此,灾后重建过程中,政府要高度重视重建资源配置能力建设和资源运用能力建设。Wenchuan earthquake reconstruction has been basically completed, with total investment of 1 trillion RMB. How is the reconstruction performance？ Which government capacity restricts reconstruction performance improvement？ The above study is useful for evaluating the reconstruction performance scientifically and providing references for other post-earthquake reconstruction. Based on the literature review, this paper establishes an evaluation system of government reconstruction ability and government reconstruction performance, using 1 000 affected families questionnaire data samples which were collected in the six worst-hit counties to study the above questions. The results show that： the reconstruction targets are well done except employment. Compared to other abilities, the ability to the use of reconstruction resources has the most significant effect on the reconstruction performance, then followed by the reconstruction resource allocation ability, while reconstruction resource obtaining ability and reconstruction resource allocation ability do not have significant effect on reconstruction performance. Therefore, in the reconstruction process, the government should attach great importance to reconstruction resource allocation ability and resources utilization ability.
