摘　　要：从高校电子阅览室与网吧的差异、相关部门的法规文件阐述了其收费的不合法性,又从高校电子阅览室公共属性和公平性,以及收费带来的负面影响阐述了收费的不合理性。The irrationality of service charge for college electronic reading room was discussed from the difference between electronic reading room and cyber care in universities, and the illegality of service charge that relevant regulatory documents had described, and the public property and fairness of college electronic reading room, and the negative effects brought by the charges.
