摘　　要：从R&D活动类型和R&D投入产出两个方面入手,选取R&D研究类型所占比例、R&D经费投入、R&D投入强度(R&D/GDP)、每万人劳动力中从事R&D活动人员、从事不同执行部门的R&D活动人员比例、ESI论文数量、ESI论文引用率、每万人口发明专利拥有量等指标进行国内外研究对比分析,揭示国内外R&D活动存在的差距。最后,为我国的R&D活动提出相关的建议对策。From the type of R ＆ D activity and its input and output,several indicators are chosen to make international comparison and analysis of R ＆ D activities,such as proportion of the types of R ＆ D research,financial investment in R ＆ D activities,strength of the investment（ R ＆ D/GDP）,number of the people engaged in R ＆ D activities in every ten thousand people,proportion of the people engaged in R ＆ D activities in different executive departments,quantity of ESI papers,citation rate of ESI papers,and ownership of invention patents among every ten thousand people. This article reveals the gap between China and other countries in R ＆ D activities and offers some suggestions and countermeasures for China.
