摘  要:金砖国家作为新兴经济体代表,虽同为WTO成员国,但在WTO《农业协定》规制下,各个国家农业支持规则和承诺有较大的差异。根据新一轮多哈回合谈判最新文本草案,金砖国家按所承担的削减义务可分为两个群体:巴西和俄罗斯群体,中国、印度和南非群体。金砖国家农业支持政策目标具有相似性,但各个国家在农业支持的类型和支持水平上差异较大,在WTO农业治理框架内,无疑将缺少协调一致的国际立场,影响到金砖国家在WTO框架下的农业合作。金砖国家要实质性参与WTO框架下的农业治理,革新多边贸易规则,提升和稳固自身实力,应正视各自农业利益的分歧,加强实质性的沟通和有效合作,并在二十国集团内加强与其他成员的合作;完善内部农业治理,调整农业经济结构和转变发展方式。BRICS is now the representative of the world's largest emerging economies. As the members of the WTO, under the Agreement of Agriculture, there is much large difference on the perspective of the agriculture domestic support system and the commitments. Under the Doha proposal, the BRICS is divided into two groups, one is Brazil, Russia, and the other is South Africa, India and China, The goals of the support are similar in BRICS, but as in the types of agricultural domestic support and the support level, each country has its own characteristics, which would lead to a lack of coordinated international position and influence the agricultural cooperation in WTO agriculture global framework. In the future, BRICS should face up to their agricultural interests differences, strengthen internal substantial communication and effective cooperation; strengthen the cooperation with other members in the G20, improve internal governance agriculture, adjust the agricultural economic structure and transfer the mode of development.
