摘　　要：采用webservice、webgis、三维GIS以及数据库技术,开发完成了海洋环境监测监管业务化协同服务平台,实现了海洋环境监测从"数据获取—数据应用评价—产品发布"全流程信息化,解决了质控溯源、数据规范管理、数据快速评价应用、信息及时发布等问题。在服务平台的开发实践与应用过程中,提出了将"业务化应用"作为判断信息化工作好坏的唯一标准的理念,平台的各项成果在实际应用中不断得到改进和完善,取得了良性循环的效果。Marine environmental monitoring and management Synergistic Service platform has been built by using technology of webservice ,webgis ,3D-GIS and database etc .thus realizing the informatization of the process of “data acquisition ,data analysis and evaluation information release” ,and resolving such problems as quality traceability ,data management ,data fast evaluation and application ,and information release in time .“Business applications” is put forward as the only standard by which to judge the informatization work .All achievements of the Platform have been constantly improved in the practical application ,achieving a result of virtuous cycle .
