摘 要:对于包括大规模风电的电力系统,风电出力的随机性和间歇性对系统调节能力和备用容量提出了更高的要求。采用需求侧响应来应对风电出力波动,通过可中断负荷和价格激励机制实现对负荷的"削峰填谷",可以在相当程度上避免风电出力波动给电力系统安全性和经济性带来的负面影响,而这些措施应该在输电系统规划阶段就适当考虑,以最大程度改善电力系统的运行效率。在此背景下,提出计及需求侧响应的含风电场的输电系统规划方法。具体地,提出了考虑需求侧响应的含风电场的输电系统两层规划模型,其中综合考虑了输电投资成本、需求侧响应成本和弃风成本。之后,采用粒子群算法和原对偶内点法相结合的混合算法对所构造的优化模型进行求解。最后,用18节点和46节点算例系统说明了所提模型与方法的可行性和有效性,并分析了考虑需求侧响应后对含风电场的输电系统规划的影响。For a power system with large-scale wind farms, the stochastic and intermittent characteristics of wind power imposes a higher requirement for the regulation capability and reserve capacity of the system. Demand-side response can be explored to smooth load curve by the interruptible load and electricity price incentive, and hence to mitigate the negative effects of wind power output fluctuation on power system security and economics. These measures should be taken into account in the transmission system planning stage, so as to improve the power system operation efficiency to the greatest extent. Given this background, a transmission system planning method is presented for power systems with wind generators considering demand-side responses. Specifically, a bi-level transmission system planning model is first developed with the objective function minimized which is represented as the sum of the transmission investment cost, the demand-side response cost, and the punishment cost of curtailed wind energy. Then, a hybrid algorithm combining the particle swarm optimization (PSO) and the primal-dual interior point algorithm is employed to solve the developed optimization model. Finally, the feasibility and efficiency of the developed model and employed algorithm are demon- strated by 18-bus and 46-bus test systems, and the effects of demandside responses on transmission system planning with wind power considered are examined.
