兰坪县森林生态效益补偿机制研究

摘　　要：我国已经初步建立了森林生态效益补偿机制,但在补偿的范围、补偿的标准以及补偿资金的使用与管理等方面仍然需要进一步完善。通过对兰坪县森林生态效益补偿存在的问题分析,提出了明晰产权,科学管理;科学评价,提高标准;拓宽渠道,加强监督;转变职能,加强服务等建议。A compensation mechanism of forest ecological benefits has been established in China, but in the scope of compensation, compensation standard and compensation fund use and management and other aspects still need to further improve. This paper analyses the forest ecological benefit compensation problem of Lanping county, and puts forward some advice on the clear property right, scientific management;scientific evaluation, improve standards; broaden the channels, strengthen supervision; change function, strengthen the service.
