摘 要:为了对流域内各地方政府管辖范围的水污染控制管理进行评价,开展了分行政区入河污染物总量监测计量模型研究。模型的核心是以流域范围内的行政区为管理单元,通过建立区域边界断面的水量水质监测站网体系,监测并计算不同单元的入河污染物总量,并以此为基础设计相应的考核指标,明确流域内地方政府的水污染控制责任。阐述了模型的基本原理、边界条件、简化条件和计算步骤,对以行政区为对象的监测计量、分析评价和绩效考核指标体系进行了初步的设计与分析。模型的建立可为监督考核地方政府的治污减排成效提供理论基础和依据。In order to evaluate the performance of local governments in water pollution control and management in a basin, a research on monitoring and measurement model of total pollutant entering rivers by administrative division is conducted. The core of the model is that taking an administrative district as the management unit, establishing a supervision network system of water quantity and quality at the administrative boundaries to monitor and calculate the total pollutant entering into rivers of various administrative units;and based on the measurement and calculation results, setting up corresponding evaluation indices and determining the water pollution control responsibilities of every local government. We give a brief introduction to the basic principle, boundary condition, simplifying condition and calculation procedure of the model, present a preliminarily design and analysis for the system of monitoring and measurement, analysis and evaluation, and performance evaluation indexes for the administrative re-gions. The model establishment can provide a theoretic basis for supervising and appraising the effect of pollution control and emission reduction of local governments.
