摘　　要：首先分析了电力市场下电力系统运行的安全稳定风险;其次从美国历次大停电事故出发,分析了美国电力市场化改革对电力系统安全稳定性造成的影响;最后将电力市场环境下涉及到处理电力系统安全问题的方法归为安全稳定控制、阻塞管理、可用输电能力、安全定价等四个方面,提出了一种市场下处理电力系统安全稳定问题的方法。Firstly, the potential risks on power system security and stability are analyzed under market environment. Then, according to the previous large-scale blackouts experience,the effects of power market reform on power system security and stability are analyzed in American. Finally, a new method are proposed which can solve the security and stability issues under market environment. The method includes four respects, which are security and stability control, congestion management, available transmission capability and price for security.
