农业循环经济发展中的地方政府行为优化研究

摘　　要：在发展农业循环经济中地方政府承担着不可或缺的责任,起着非常重要的作用,同时也承受着来自各方的挑战。就目前我国的情况来看,地方政府行为与发展农业循环经济目标要求还存在观念认识不到位、战略规划缺乏、宣传导向力度不够、管理体制不科学、公共服务缺位、资金投入不足、政策和制度保障缺乏等差距,地方政府必须从更新观念提高认识、科学制定战略规划、充分发挥宣传导向作用、深化体制改革、强化公共服务、拓宽筹资渠道、加大资金投入、健全制度保障等方面入手,切实推动我国农业循环经济健康、快速发展。In the development of the agricultural cyclic economy, the local government is playing an indispensible role and is facing the challenge from various aspects as well. From the current situation of China, we can find the problems as misunderstanding, lack of strategic planning, inadequate propaganda, unscientific management, poor public service, less fund investment and guarantee from policy and system in the local government actions and the development of agricultural cyclic economy. Accordingly, the government has to improve its conception, make the scientific strategic planning and the full use of the propaganda as the guidance, deepen the reform, strengthen the public service, widen the fund collecting channels for the further investment, and perfect the guarantee system in an attempt to drive our agricultural cyclic economy to develop healthily and quickly.
