多措并举 积极推进农村社区建设机制创新

摘　　要：由于当前我国经济体制转轨和社会转型的不同步,城镇化相比工业化发展滞后,阻碍了农村社区建设目标的顺利实现。为此,应结合广大农村社区建设的实际,建立健全领导机制,科学制定农村社区建设发展规划;建立健全经费投入保障机制,促进农村社区持续健康发展;建立健全社区居民素质培育机制,造就新型农村社区建设主力军;加强农村社区文化建设,建设适应新形势的农村社区文化;完善农村社区服务体系,促进农村社区协调发展。Due to the desynchrony between China＇s economic system shunt and social Iransformation as well as the lag of urbanization compared with the development of China＇s industrialization, it is not easy for us to reach the goal for rural community construction. In light of this, the author thinks that we should consider the real situation of the present rural community construction, establish and optimize a leading mechanism and then plan scientifically the development of rural community construction. We should also establish and optimize a guarantee system for fund input to promote the sustainable and healthy development of rural communities, establish and optimize a quality cultivation mechanism for community residents to foster the main force for new-type natal community consmaction, strengthen cultural construction in rural commtmity to adapt to the new situation and perfect service system so that rural communities can develop coordinately.
